Two bottles, both saying ten per cent, both promising smoother skin. One is a cosmetic making a cosmetic claim. The other is an over-the-counter acne drug with an indication printed on the back. They are not two strengths of the same idea, and the shelf does absolutely nothing to tell you which is which.
This is the same trick the retinoid aisle runs, and it works for the same reason: a percentage looks like a comparison. It is only a comparison inside one column.
The split that actually matters
Salicylic acid is oil-soluble and gets into the pore, and in the US it is regulated as an OTC acne drug — which is why a salicylic product can say it treats acne and a glycolic one cannot. The alpha hydroxy acids work at the surface, are cosmetics, and are therefore limited to appearance language however good the underlying research is.
That single distinction resolves most of the shelf. If the problem is congestion and breakouts, you are shopping in the drug lane, and the label will tell you so plainly. If the problem is texture, dullness or uneven tone, you are in the cosmetic lane, where the ingredient may well be excellent and the claim will stay carefully vague.
Four acids, and the questions that separate them

What changes the answer: Which lane, and then which problem. The number on the front is the last thing to look at, not the first.
Why the percentage keeps failing you
An acid only works in the portion that is unbuffered, and how much that is depends on the formulation pH. A well-formulated eight per cent can outwork a badly formulated twelve, and neither bottle will tell you, because the number that would settle it is not one anybody has to print.
So the percentage is not a lie. It is just an ingredient quantity being read as a dose, which is a different thing — and the reason people conclude their skin has stopped responding when they have actually changed formulations rather than strengths.
The choice, in one paragraph
Breakouts and congestion: salicylic, and read the drug label rather than the marketing. Texture and dullness on skin that tolerates things: glycolic, and expect to feel it. Texture on skin that does not tolerate things: lactic, which does the job and hydrates while it works. Reactive skin, or a pigment history that makes you cautious about irritation: mandelic, accepting that you are choosing it for gentleness rather than for a thicker evidence file.
Nobody needs all four. Most people who own three bought the second because the first stung and the third because the second was slow, which is a purchasing pattern rather than a routine.
The part that is not about the acid
Whichever one you pick, it wants an evening of its own. Sharing a night with a retinoid is the single most common way a functioning routine becomes an irritated one, and when it goes wrong you cannot tell which product to blame — so you usually blame the newer one, which is often innocent.
I have done exactly this, knowing better, because a bottle arrived and I was curious on a Tuesday. The cost was not the irritation. It was that I never found out which of the two had been the problem, and had to start the whole experiment again.
